CONSTITUTION: The water demand structure of an object area is sorted based on the uses AWE and the next demand structure-based water demand pattern is set. The the time fluctuation factor is calculated for each demand structure based on said water demand pattern. At the same time, the number of houses are calculated for each use at the object demand point from the data on the city planning of the object area. Furthermore the use-based water consumption is calculated from the number of use-based houses and the mean water consumption per house for each use. Thus the demand structure-based water consumption factor is obtained. Then the time fluctuation pattern, i.e., the demand pattern is obtained for each demand point from said demand structure-based time fluctuation factor and water consumption factor.
