Cement 13, water 14 and mixed solution 15 measured at te chamber 3 are added, kneaded and changed into slurry-like mixture, and carried to the ship 16 broadside by means of a cart 6, and slurry is poured from the construction holes 9' of each box body 9 in an iron plate through a piping 8 by means of a pump car 7, thus resulting in coagulation. Generally speaking, steel making slag contains 40W50% CaO, 2W3% free CaO in CaO and extremely little S. Thus, the oxidation of the iron plate can be prevented because mixture shows the alkalinity of pH 9-10 when slag is kneaded with cement and water as aggregate.
