Then binarization fish images are numbered according to the area and a gravity center calculating circuit 37 calculates the centers of gravity of the fishes according to the number of the binarization fish. An overlap counting circuit 38 calculates the number of overlaps of fishes from a specific expression and an overlap distributing circuit 39 distributes the found number of overlaps in the area increasing order. Here, an abnormal position judging circuit 40 judges abnormal water quality and sends out a warning signal when the number of fishes nearby the water surface is larger than a set value.
