USE: A herbicide. PROCESS: A 3-oxe-2,3-dihydro-1,2,4-triazine derivative shown by the formula (R is lower alkyl or benzyl) is reacted with an equimolar amount or a little excess based on the compound shown by the formula hydroxylamine in a solvent, e.g., methyl alcohol, etc. at 30W150°C, to give the titled compound.
