A timer is caused to start to operate in response to an incoming signal detected by an incoming signal detecting unit. Where an off-hook operation is detected by an off-hook detecting unit before the expiration of a timer time set at the timer, a line control unit treats the off-hook operation as an off-hook operation for a calling operation. Where an off-hook operation is detected by the off-hook detecting unit after the expiration of the timer time, the line control unit treats the off-hook operation as an off-hook operation for a call-receiving operation.

In an ISDN network, terminals connected to an S-bus (4) are fed via this S-bus (4) by a d.c. supply arrangement (6, 7, 20). The d.c. supply arrangement comprises a main supply unit (7) and an emergency supply unit (6) which are coupled with opposite polarity to the S-bus (4) via a coupling circuit (20). Consequently, the emergency supply unit (6) needs to supply only those terminals which are also made suitable for voltages with opposite polarity, and which generally present only elementary telecommunications functions. An electrically arranged coupling circuit (20) includes a monitoring circuit which monitors the value of the main supply unit output voltage and inhibits the output from the main supply unit and connects the emergency supply unit when the output voltage drops below a predetermined threshold.

The invention provides a bus line traffic control adapter apparatus which can secure a communications throughput of a data terminal which is already in a communicating condition even where there is a limitation in transfer capacity on a bus line. A first packet controller extracts throughput information in call user data in a call request packet. A traffic controller subtracts a current throughput value read out from a total throughput control section from allowable throughput information on a bus line, compares a value obtained by the subtraction with the throughput information notified from the first packet controller, and permits or rejects origination of a call in accordance with a result of the comparison. When a notification of rejection of origination of a call is received, the first packet controller cancels the received call request packet then and notifies a clear indication packet to the data terminal by way of a second ISDN control section.

When a no-communication state is detected for a predetermined time of time during communication in response to an interrupt designation to or from an apparatus on the other end of the line, an operation of a time monitoring timer for terminating the communication is interrupted. The time monitoring timer is restarted in response to a restart designation. Therefore, communication can be continued without interrupting an interrupt/restart service provided by, e.g., an ISDN due to a time-out error. When a trouble which disables communication occurs during communication, an interrupt service is requested to a network. When the trouble which disables communication is recovered, a restart service can be requested to the network. In this case, communication can be normally restarted without being accidentally terminated intermediately.

Each outgoing request signal from the devices 10-13 is wired-ORed on a subscriber line 20 and the outgoing request signal of the equipment 13 having the maximum time length is received on the device 3. The device 3 regards it as the outgoing request only from the equipment 13 and gives the right of use of the subscriber line 20 to the equipment 13. As a result, the competition problem is solved.

A mobile communication system with a processor proxy function and a controlling method thereof are provided to enable a redundancy controller to normally switch the system even though an active processor is down without properly performing a switching function, thereby preventing the system from being down. In initial state(S1), an active processor normally controls boards, and delivers operated data to a standby side memory through a concurrent write function to store the data(S2). It is confirmed whether the probability of failure occurring in the ongoing active processor exists(S3). If so, an exception log signal is stored in a main memory before the active processor is down, and the exception log signal is transmitted to a redundancy controller(S6). The redundancy controller analyzes the stored exception log signal, and sends a switching proxy signal to a standby side processor to switch a corresponding system(S7).
