SOLUTION: The skin cleansing agent composition includes: a nonionic surfactant (A ingredient) having the HLB value of 5-8; a nonionic surfactant (B ingredient) having the HLB value of 10-16; a liquid paraffin (C ingredient) which is liquefied at 40°C; and a vegetable oil (D ingredient), wherein the sum (C+D) of the content of the C ingredient to the total amount of the skin cleansing agent composition plus the content of the D ingredient to the total amount of the skin cleansing agent composition is 70 mass%-90 mass%, and satisfies the following formula of 0.20≤D/(C+D)≤0.90.
