The recovered chars 8 are pulverized and introduced from the hopper 13 through the air flow transporting pipe 11 into the bottom of the fluidized bed 2 and burned in the zone with a high oxygen concentration. Decomposed gases made to pass through the pipe 27 are brought into contact with water in the oil recovery device 20 to be cooled, and oil components are liquefied and recovered. Uncondensed gases made to pass through the pipe 28, and the mist in the oil is recovered with the mist separator 24 and burned in the afterburner 26. The water content in the dust 17 to be charged into the thermal decomposition furnace 3 directly is adjusted to about 20wt% or less.
