CONSTITUTION: The length of a runner cone 2' is determined so that its tip may intrude under the pushed down water surface 11 within a sucking out pipe 5 formed by the compressed air through the intermediary of a feed pipe 7 at the time of runner's idling. When the operation is started and the runner 1 is made to perform its idling, circulation of the air in the lower part of the runner 1 caused by its idling is slackened because the lower part of the runner cone 2' is under the pushed-down water surface 11. Therefore, a force indicating the water surface to be ruffled is slackened, as well, while the pushed-down water surface 11 submerges the runner cone 2' under the water surface, so the runner cone 2' appears to squeeze itself in a simple water surface, which causing a resistance to lessen ruffling on the water surface.
