When the refrigerant piping 10 is supplied with the refrigerant discharged from a compressor 7 and coaled and liquified, the cold water in a low temperature reservoir 1b of an ice heat accumulating tank 1 is supplied into a water spray pipe 3 which sprays it onto the outer surface of the evaporator 2 to form ice.
