CONSTITUTION: An AC input 31 is converted into DC current with AC-DC converter 32 and applied to a variation signal generating circuit 50 composed of resistance 33, 34 and 37, a diode 35 and a capacitor 36. The capacitor 36 memorizes the voltage in the normal state. In the normal state, a drop voltage 45 of the diode 35 is applied at the input 42 of a variation detecting circuit to check the output of the circuit is checked. When a trouble occurs, change 41 in the AC current 39 varies a DC conversion output 40, which allows the voltage charged in the capacitor to discharge through the resistance 37. At this point, a discharge waveform determined by the resistance 37 and the capacitor 36 developes at the detection input 42. Accordingly, detecting the waveform with a detection level 44 enables the obtaining of the detection output 43.
