An inverter I4 is connected to the node 25, and its output is fed to a cross point 27 of conduction paths of the IGFETs N1, N2 via a feedback network for controlling a voltage level at which the IGFET N1 is conductive, when the voltage rises. The inverter I4 is connected to the node 25 and its output is fed to a cross point 21 of conduction paths of the IGFETs P1, P2 via the feedback network to control a voltage level at which the IGFET P2 is conductive, when the voltage drops.
