Both of the valves of primary and secondary r.p.m. detectors 16 and 17 flow together at an adder 18, and error signals are branched after operation at a control circuit 19 so that they fed through control circuits 22 and 23 by limiters 20 and 21 thereby to control the valves 14 and 15. If the r.p.m. of the primary type is raised previously, the signals of the adder 18 are turned into positive errors to increase the limitter 20 so that the secondary r.p.m. is raised to keep the valve 14 open until they become coincident with the primary r.p.m
