The environmental abnormality monitoring circuit 16 outputs an alarm to the outside with regard to various abnormalities detected by the sensor, and also transfers the abnormality to a controlling circuit 15. The control device 15 outputs only an alarm in case when each abnormality is decided to be slight, generates a system freezing processing request to a computer system in case when it is decided to be serious, and generates a cut-off request of all power supply modules to a power supply control device 17 after a constant interval of time. When the abnormality is released, the control circuit 15 generates a system restart request to the power supply controlling circuit 17 and the computer, and reloads them to a state before the abnormality is generated.
