CONSTITUTION: The figure indicates the state in which a material 2 to be cut (hereinafter referred to as base material 2) such as high-activity solid waste is cut by a submerged plasma torch 1 which executes cutting under the water surface of a water tank 4. The arc generated between the torch 1 and the base material 2 is ejected in the form of a plasma arc 3 by ejection of the inert gas such as gaseous argon supplied as a working gas. The base material 2 is then melted by the heat energy of the plasma arc 3 and the molten base material 2 is made into the dross 5. A nozzle 6 which can inject water is, thereupon, disposed near the torch 1 and jet water 7 is injected from the nozzle 6 to the molten part of the base material 2, by which the desorption of the dross 5 is accelerated and the good cutting shape is obtd.
