After earthquake, in case of reopening gas supply, a valve downstream of said aseismatic shut- valve is shut off, a bypass valve making its roundabout route around the shut-valve is made properly open, the pipeline to the downstream valve is filled with gas. In this event, if there is leak in said pipeline, pressure in a passage B does not rise to a settled pressure, opening valve of the valve body 13 is hindered without realizing a bite of a clutch 26 through a lever 41.
