Another calculator 24 determines the thermal stress σS of the outside surface of the rotor and that σB of its inside surface from the heat transfer coefficient H and the temperature TEX of the steam exhaust. A low pressure by-pass valve 18 is controlled through maximum normalized stress calculator 25, a reheated steam pressure setting unit 26, etc. depending on the determined thermal stress values.
