At the time when human eyes are adapted to the circumferential brightness, a reference signal preset in fixed-level determining section 11 is supplied to the brightness controlling section 4 to keep the brightness of the lamp 5 at a fixed level. Here, the level of brightness of lamp 5, determined by the output signal of external light detecting signal generating section 12, is controlled in accordance with external light X.
