CONSTITUTION: An entropy encoder circuit 7 receives a quantization forecast error signal 3a and outputs an encoded signal 7a. When a warning signal 9a is received, however, the quantized forecast error signal 3a is encoded as zero until it is started to encode the next encoding frame. Then, the encoded signal 7a is written to a transmission line buffer memory 8 and speed is made smooth. Afterwards, the signal is outputted from an output terminal 10. When the transmission line buffer memory nearly approaches to overflow, the forecast error signal is made zero in an entropy encoding part and the writing of the frame memory is controlled. Thus, the transmission line buffer memory can be effectively utilized.
