CONSTITUTION: An input signal is stored in a memory 30 by M×N picture elements and divided into blocks 32 of n×n picture elements to generate a map (additional information) 36 in which each block is distinguished into two kinds of each block depending on the accumulated probability distribution density from each variance. The transmission quantity of the map data is fed to an entropy circuit 38, in which the data is subject to entropy coding and compressed and sent to a controller 42 as additional information. On the other hand, the information subject to block processing 32 is sampled 40 and main information is fed to the controller 42. The controller 42 selects an output destination of the main information in response to the sent map and selects linear interpolation 44 and adaptive interpolation and outputs the result. Thus, adaptive interpolation is omitted in the case of not requiring adaptive interpolation and proper interpolation is implemented to a complicated picture to apply coding and decoding to improve the picture quality.
