CONSTITUTION: A picture read section 1 uses picture elements of 8×8 in a frame memory 101 as one block and reads them into plural blocks, an orthogonal conversion section 3 applies orthogonal conversion to each picture signal of one block and a quantization section 6 quantizes a given coefficient. The quantization coefficient is stored in a quantization coefficient buffer 7 and a quantization error is stored in a quantization error buffer 9 corresponding to the quantization coefficient of each picture element. When the quantization error by one block and the quantization coefficient are stored respectively, a correction means 100 is started. A maximum error detection section 10 reads a conversion quantization coefficient component from the quantization coefficient buffer 7 to select only the component of zero. Then as to the quantization coefficient whose quantization of orthogonal conversion coefficient is zero, the quantized value is corrected based on the quantization error and entropy coding is processed. Thus, the sharpness of the decoded picture is enhanced.
