CONSTITUTION: A TV signal from a TV camera 1 is A/D-converted by a coding circuit 2 and is subject to high efficient coding. The signal is smoothed by a buffer memory 3 and fed to a transmission line 4. The signal is smoothed by a buffer memory 5 at the reception side, restored to the original TV signal by a coding circuit 6 and displayed on a TV receiver 7. The clock is fed from a VCO 8. A switch 11 is connected to a dummy signal generator 10 until the storage amount of the buffer memory 3 reaches a fixed value and a dummy signal is transmitted. A dummy signal eliminating circuit 12 eliminates the dummy signal at the reception side. The signal representing the storage amount of the buffer memory 5 is averaged bt an integration circuit 13 at the same time and the result becomes a control signal of the VCO 8.
