CONSTITUTION: A storing part 14 is provided to divid a color space into plural areas and to store the dither pattern corresponding to every area in advance. Then, in an encoding circuit 13, the area of the color space is determined at every picture element based on multi-level color picture information which are inputted from a control circuit 1. The dither pattern is detected from the storing part 14 according to this decided area and binarization is executed based on the detected dither pattern. Thus, when the multi-level color picture information are binarized, since the dither pattern is determined not only from the luminance signal but also from a stereoscopic coordinate position on an RGB space, namely, from the hue, the clear binarization picture can be obtained from a color picture in the original picture.
