This air signal is applied to an air motor 13 by way of a magnet valve 24 and a compensator 12 to control a steam regulator valve 2. In case of a trouble in the electric circuit, the magnet valve 24 is closed to confine air between the magnet valve 24 and the air motor 13 and is locked to such position whereby runaway of the turbine 1 can be prevented.
