When a tensile force is applied on the bolt 17, the speed of the ultrasonic wave which is transmitted in the bolt 17 back and forth is changed since the density in the bolt 17 is slightly changed. When the speed of the ultrasonic wave is measured, the tension of the bolt 17 can be converted. Then, the converted tension of the bolt 17 is sent into a computer 24 and stored in the computer 24. A signal for switching to the next detector is sent to the switch 22. This operation is repeated. In the computer 24, moment which is generated in an earthquake isolation element 2 is obtained based on the position of the bolt 17 that is keyed in beforehand and the tensile force of the bolt 17 which is sent form the measuring device 23.
