CONSTITUTION: Video signals are stored in a frame memory 2 and transferred to frame memories 3, 4, and 5. It is assumed that a frame i+3 is stored in the memory 2, a frame i+2 in the memory 3, a frame i+1 in the memory 4, and a frame (i) in the memory 5. In this case, the dynamic vector between the frames i+1 and i+2 is detected by dynamic vector detectors 8 and 9, and that between the frames i+1 and (i) is also detected by the same detectors 8 and 9. Motion compensators 10 and 11 compensate the frame i+1 from the immediately preceding and following frames by using said detected vectors. Depending on the result of the magnitude-comparison between the dynamic vectors from the detectors 8 and 9 by a comparator 12, a motion-compensated video signal output B selected by a selector 13 is outputted.
