CONSTITUTION: Tobacco stems from which tobacco leaves have been removed are dried in the sun for 30W50 days and then crushed into granules or powder whose average diameter is approx. 3mm. Then, 7.7W16.7vol% starch, e.g., of a grain, etc., and a small amount of water are added to the granules or powder thus obtained, and the mixture is molded into a spherical or columnar shape in a mold and dried naturally for 50W70 days. Then, the moldings so obtained are further treated with an easily ignitible substance, e.g., red phosphorus, waste oil, etc.
