USE: A herbicide. Having no pytotoxicity to rice plant and effective for controlling an annual weed, e.g., "Echinochloa crus-galli" Beauv. var. "practicola" Ohwi., etc.
PROCESS: A 2,3-dicyanopyrazine derivative shown by the formula II is hydrolyzed with an alkali metal hydroxide, etc. in a solvent, e.g., methanol, etc., to give a compound shown by the formula III. This compound shown by the formula III is heated in an inert solvent, to give a compound shown by the formula IV, which is dehydrated to give a compound shown by the formula I.
