Considering working situations in a plant as the initial situation, an integrated working schedule planner 9 exchanges information to and from an annealing lot decision device 6, arrival at chance operation device scheduling device 7, and plant load transition prediction device 8, and performs an in-plant phisical distribution simulation on each coil base until all of coils in working and scheduled input coils are put into a store room on the simulation, so that planer 9 decides a target working time in respective devices for all coils.
