The sensor component contains a water-soluble material that retains a spring in its compressed state so long as the water-soluble material is dry. If the vehicle is immersed in water, the water-soluble material dissolves, releasing the spring. The spring drives a pin into the end of a pressurized gas (e.g., CO2) cartridge, releasing the gas therein. The gas passes through a tube to the glass-breaker component installed upon the glass just below the top of the door to drive a spiked piston into the glass and shatter the tempered safety glass of the window.

The host entity has a data base which is uploaded with this information and has correlation of RFID tag numbers to an unlock combination number for each boot. When the boot is attached to a vehicle this PDA data is transmitted to the host entity whose contact telephone number is attached to the vehicle being booted. The driver contacts the entity to pay the fine and receive in return the unlock combination. The driver thus can release and remove the boot within minutes of returning to the vehicle and can return the boot at his leisure.

The linking will cause the inventory of items to be made known to the checkout station, which will arrange payment using the portable device. Optionally, as an additional validation, the shopping receptacle can be weighed at the checkout station to make sure it reasonably meets an expected weight determined based on the inventory.
