CONSTITUTION: A compressor 1 is stopped and a coolant pump 10 is started if the coldness-discharge run is started when a signal indicating that the load upon electric power for a building or the like has exceeded a setpoint is applied. At that time, a coolant cooled and liquefied by a coldness accumulation material 9 through a heat exchanger in a coldness accumulation vessel is supplied to an evaporator 6 by a pump 10. The coolant is vaporized by the evaporator 6 to cool the room. The vaporized coolant is returned to the coldness accumulation vessel 7. A coldness or heat discharge run is forcedly performed when the cooling or heating of the room is finished at the end of a day. Accumulated coldness is thus prevented from being wasted from the coldness accumulation material at night.
