CONSTITUTION: A bias current which is smaller than an oscillation threshold value is applied to terminals 13 and 14 of a semiconductor laser 11, which is made to function as the optical amplifier. The original signal light 19 to be converted, the 1st probe light 20 which differ in frequency from the signal light 19 and has its frequency set so that the electron carrier in the semiconductor optical amplifier 10 can respond to the frequency difference, and the 2nd probe light which differs in frequency are inputted as input light 18 to be semiconductor amplifier 10. In such a case, the frequency of the 2nd probe light 21 is set close to a frequency to which the signal light is converted. Thus, the frequency-converted output light can be guided out in the traveling direction of the input light 18.
