An environment measuring signal and a set mode detection signal after a definite time from the present point of time are estimated in the neural simulation circuit 4 and the estimation signals are sent to an optimum control signal calculation means 5 and an optimum control signal is calculated on the basis of the estimated environment measuring signal and the estimated set mode detection signal to be outputted to an air- conditioner through a terminal. When the air condition is operated by this air-conditioning controller, the optimum air-conditioning control well matched with the taste and custom of a person or environmental change is performed without loss and, therefore, indoor environment is held in a comfortable state and the operating cost of the air-conditioner can also be lowered.
