CONSTITUTION: Respective Y, I and Q signals outputted from a matrix part 12 are inputted to a 1st scanning conversion part 14 and 1050-line 2:1 interlace scanning format is converted into 525-line 2:1 interlace scanning format, which is outputted. A 1st signal reproducing part 30 coverts the 1050-line 2:1 jump scanning signal into the 525-line 2:1 interlace scanning signal by sub-sampling an input signal in the vertical direction. When an existing NTSC signal and a side panel signal are set to a 1st channel and a resolution component is sent to a 2nd channel, all signals of the 1st and 2nd channels are received from an HDTV receiver and synthesized to obtain the picture quality of the HDTV.
