CONSTITUTION: It is supposed that a bus using right is requested to both modules 2-1, 2-2 by a code '0' which is the highest priority level. A using request line 3-1 from the module 2-1 and a using request line 3-2 from the module 2-2 which set up the outputs of 3-input NAND gates in respective modules to logical '0' are simultaneously sent to an arbiter 1. A priority encoder in the arbiter 1 selects the line 3-1 having the higher priority out of the lines 3-1, 3-2 set up to logical '0'. The decoder sets up a using grant line 4-1 to the module 2-1 which corresponds to the line 3-1 to logical '0' and sent the line 4-1 to the module 2-1 and the module 2-1 acknowledges the acquisition of the bus using right.
