The mean value signal from the circuit 13 is compared with an ON (high) level from an ON-threshold setter 18 at a discriminating circuit 14, and when the mean value signal exceeds the on-level, an FF15 is set and a carrier detecting signal is oututted to the output side. Further, the detecting signal switches the discriminating level to an OFF (low) level.
