CONSTITUTION: In the case of the generating operation, when a pump water-wheel 4 is operated for generation, the main valve 6 of a pump water-wheel 3 is closed so that the pump water-wheel 3 does not carry out pumping-up operation, and water in the periphery of the runner is repulsed to carry out idle running. When a mode change-over command to the water-wheel operation is issued in such a state, the pump water-wheel 3 which is in idling operation as indicated in the block diagram is exhausted, and the main valve 6 is opened and water is filled therein to establish pressure. Then, simultaneously when a guide vane is opened to carry out pumping-up operation, the load of the pump water wheel 4 which is in the generating operation is decreased to push down the water surface and close the main valve 6 and shifted to the idling operation. In order to change the pumping-up operation over to the generating operation, the pump water-wheel 3 is subjected to idling operation by pushing down water surface, and the pump water-wheel 4 is filled with water. Thus, the mode change-over can be effected without completely stopping the generator-motor, and the time required for the change-over can be shortened, and hence it is possible to rapidly meet the power demanding state.
